The Boston City Council’s Committee on Education took up a hearing order on services and spending for English learners in Boston Public Schools on Tuesday, Oct. 13, 2026, according to the council’s posted notice. The order, Docket #0276, asks how the district spends money on English learners, how it complies with state and federal law, and how students are placed in language programs.
The hearing was set for 2:30 p.m. in the Iannella Chamber on the fifth floor of City Hall, moved from an earlier 2 p.m. start, according to a revised notice dated Oct. 6. Councilor Julia Mejia chairs the committee. A hearing order gathers testimony and information; it does not by itself change district policy or the budget.
Who Filed the Order and What It Asks
Councilors Mejia, Miniard Culpepper and Henry Santana sponsored the order, which was filed and referred to the committee on Feb. 4, 2026. Councilors Breadon, FitzGerald, Flynn, Louijeune, Murphy, Pepén, Weber and Worrell are listed as co-sponsors.
The order calls for a review of spending levels, funding sources and “return on investment”; compliance with legal requirements including the state’s LOOK Act; program placement models and access to native-language instruction; staffing, educator language diversity and hiring pipelines; and academic outcomes, services for English learners with disabilities and how the district monitors itself after federal oversight. It invites Boston Public Schools, the Boston School Committee, the Office of Multicultural and Multilingual Education, the English Learners Task Force, educators, advocates and families to testify.
The Numbers in the Order
According to the order’s findings, Boston Public Schools enrolls more than 17,000 English learners, about 31 percent of all students, plus roughly 7,000 students identified as former English learners. The order says about 4,000 English learners also have disabilities. It states that only a small share of English learners are enrolled in dual-language programs and that outcome data show low MCAS proficiency and higher dropout rates compared with other students. The order also cites recent resignations from the district’s English Learners Task Force and continuing concerns from families and advocates. These are the sponsors’ findings as written in the filing.
Federal Oversight and the LOOK Act
In 2010, the U.S. Department of Justice and Boston Public Schools signed a settlement agreement over the district’s identification, placement and services for English language learners, followed by a successor agreement in 2012. The council order says federal monitoring under that process concluded in 2024 and raises questions about the district’s self-monitoring since then.
The LOOK Act, passed in 2017, gave Massachusetts districts more flexibility to choose language acquisition programs, including bilingual education, and added state accountability requirements such as English proficiency benchmarks, according to the state Department of Elementary and Secondary Education.
The District’s Side
This report is based on the council’s filed order and hearing notices. It does not summarize testimony from the session, and the positions described above are those stated in the sponsors’ order. The order invited district officials to respond to each of its questions on the record, and The Boston Report will update this story with the district’s stated position. ZoneWire, which tracks Boston public meetings, listed the Oct. 13 session as a hearing on the docket with no votes taken.
What Comes Next
The council’s notice said the hearing would be recorded, and council hearings stream on Boston City Council TV. The Boston School Committee meets Wednesday, Oct. 14, with $82.3 million in grants on its agenda, including federal Title I money, as outlined in our preview of the Boston School Committee Oct. 14 agenda.
