power plant damaged — Zelenskyy

Ukrainian President Volodymyr Zelenskyy said Russian strikes have damaged “every power plant” in Ukraine and urged Spanish and Latin American partners to rush compatible grid-repair equipment, while the European Commission disbursed €4.36 billion under its Ukraine Support Loan on Nov. 5. The twin messages — industrial devastation at home and a fresh EU cash injection for energy resilience, drones and air defense — define Kyiv’s winter posture on day 1,717 of the full-scale war in Ukraine.

Speaking on the sidelines of the Ibero-American Summit in Madrid, Zelenskyy told leaders that repair crews are working around the clock and that “we need equipment that works with our power grid, and we need it fast,” The Guardian reported. He said Shahed drones and missiles are hitting equipment that even nuclear plants depend on.

Zelenskyy: every power plant hit ahead of winter

Zelenskyy’s claim that every plant has been damaged “in one way or another” is a presidential assessment of cumulative strikes, not an independent plant-by-plant audit published alongside the speech. Meduza and Ukrainian outlets relayed the same Madrid remarks. Cold weather is already forcing emergency outages in Kyiv and other cities as Russia intensifies attacks on energy nodes — a campaign our Ukraine war tracker has been following as both sides trade deep strikes.

The New York Times, cited in Guardian briefing notes, has reported that intercepted Russian planning documents treat destruction of Ukraine’s energy system as a path to force capitulation. Whether that strategy succeeds depends on repair speed, air defenses and imported transformers, switchgear and generation kits that match Ukraine’s grid standards — the exact kit Zelenskyy asked Spanish and Latin American firms to supply.

EU sends €4.36 billion under the Ukraine Support Loan

The European Commission said the Nov. 5 payment under the €90 billion Ukraine Support Loan includes €3.7 billion as the second 2026 instalment of macro-financial assistance and €658 million under the defence leg for procurement of key military equipment. Zelenskyy thanked Commission President Ursula von der Leyen and EU states on X, saying the money would strengthen energy resilience and buy drones, electronic-warfare and air-defense assets. Ukrinform quoted him saying winter support “means denying Russia any hope of plunging Ukraine into a blackout.”

Readers tracking allied financing can cross-check the defence leg against broader conflict news and the economic warfare dashboard for how loans, sanctions and procurement interact. The MFA slice keeps the state solvent; the smaller defence slice is earmarked for kit that protects the grid Zelenskyy says is universally scarred.

By the numbers: how the €4.36 billion splits

By Boston Report calculations from the Commission’s figures, macro-financial aid is about 84.9% of the tranche and the defence leg about 15.1% (€658 million of €4.36 billion). That mix matches Zelenskyy’s public priorities — keep ministries paid, then buy the drones, EW and interceptors that slow the next wave against substations. Absolute euro amounts still matter more than percentages if transformers and mobile generation arrive late.

What it means for the winter front

If every plant is already damaged to some degree, the fight shifts from preventing first hits to stacking repairs faster than Russia can re-strike. EU money helps procurement; Latin American and Spanish industrial partners matter for voltage-compatible hardware. Parallel diplomacy — including U.S.-hosted talks flagged for Abu Dhabi — will not rewire Ukraine’s grid. Watch Commission follow-on disbursements under the €90 billion envelope, Ukrainian Energy Ministry outage maps, and whether Madrid’s summit produces firm equipment pledges rather than applause lines.
