Economic Warfare & Trade Policy Sanctions
Top lines
- Nuclear proposal, with conditions. A senior Iranian official told Reuters that Tehran sent Washington a nuclear proposal through Qatar on Thursday, to be discussed only after the United States meets Iran’s seven demands. Full story: “Iran Sends Nuclear Proposal via Qatar as Security Chief Carries Khamenei’s Message to Putin.”
- Rezaei in Moscow. SNSC secretary Mohsen Rezaei delivered Khamenei’s message to Vladimir Putin at the Kremlin and said Hormuz stays closed until the seven conditions are executed (Kremlin; Reuters/Al-Monitor).
- Mashhad death sentences. HRANA: Matin Shabani and Amir Delshad sentenced to death over January protest-related charges; Iran International’s political death-sentence tally rose to about 220.
- Energy rationing order. Pezeshkian told government agencies to cut energy use by 20% and to allocate fleet fuel quotas by distance traveled (Iran International).
- Rial slightly weaker. Bonbast Friday Nov. 6 (13:10 UTC, verified) listed the dollar at 268,500 tomans sell / 268,300 buy (~2.685 million rials), softer than Thursday’s 267,000 sell print.

Government
Talks file. See today’s article for the Qatar-mediated nuclear proposal, Rezaei’s Moscow visit and the public-private gap reported by The New York Times. Briefing summary: Reuters’ anonymous senior official said Washington is reviewing the proposal; Rezaei publicly conditioned any Hormuz reopening or talks on the seven demands; NYT sources said he has privately shown openness to nuclear discussion and has been negotiating with Qatar alongside Araghchi and Ghalibaf.
Pezeshkian. The president reiterated that Khamenei granted the government additional authority to pursue negotiations, without specifying the scope, and drew hardline criticism from Foad Izadi (Iran International). Separately on Thursday he ordered a 20% cut in government energy use and distance-based fuel quotas for transport fleets (Iran International).
Outreach. Araghchi held Thursday calls with foreign ministers of nine countries including Saudi Arabia, Qatar, Turkey, Oman and the UAE, Iranian state media said Unverified claim, Iranian state media (Iranian state media) (via Iran International).
Majlis / bills. No major new floor action confirmed for November 5–6 beyond follow-through on the counter-infiltration package. Guardian Council review remains pending. See the November 5 briefing.
Economy
Currency. Bonbast Friday Nov. 6, 13:10 UTC: USD 268,500 sell / 268,300 buy; EUR 300,050; GBP 359,650. About 2.685 million rials per dollar.
Producer prices. Statistical Center data reported by IranWire: industrial PPI 774.7 in summer 2026; point-to-point industrial inflation 147.3% (up from 109% in spring); annual industrial producer inflation 97.3%; quarterly 28%. Coke and refined petroleum products led quarterly gains at 80.2%.
Household inflation / jobs / gold. Point-to-point CPI 88.7% in Mehr; food inflation near 123% last month (Iran International). Minimum wage still ~166 million rials (~$62 at Friday’s free-market rate). Labour deputy Seyed Malek Hosseini put wartime job losses after February 28 at a further 1.2–1.4 million on top of ~500,000 lost the prior year, with employment at 23.5 million (Iran International). World Gold Council: Iran bar-and-coin demand fell more than half to 5.6 tonnes in Q3 2026 (Iran International).
Energy / GDP context. Pezeshkian’s 20% government cut order adds to the winter gas shortfall covered in yesterday’s economy article (mazut at cement plants; ~130 million m³/day capacity still offline on NIGC’s account). No independent confirmation of new restoration figures overnight. No major new Statistical Center release since the −10.1% spring-quarter print; ~18,000 containers in Pakistani ports remain the last confirmed transport figure (The National, Nov. 4).
Domestic Politics
Campus. No major new verified development overnight on Shahin Shokouhi beyond prior sit-ins and university hospital visits reported earlier in the week (Iran International, IranWire — Tier 2). Students’ demands for an end to disciplinary and Herasat pressure stand.
State pageantry. Tehran municipality staged anti-U.S. displays around the embassy-seizure anniversary, including a mock hanging of an actor in a Trump mask by a man in IRGC uniform in Tajrish Square and the burning of a banner depicting Trump, Vance, Netanyahu and Witkoff in Enghelab Square (Iran International, citing Iranian media footage). Flagged as regime-organized spectacle.
Factions. Hardline voices continue to attack negotiation messaging and float NPT-withdrawal talk in state-aligned commentary; reformist/moderate papers push de-escalation. Treat speculative doctrine talk as commentary, not policy, unless the Leader or SNSC announces a change.
IRGC Watch
New capital sentences. HRANA: Matin Shabani sentenced to death by Mashhad Revolutionary Court Branch 5 (Judge Hossein Yazdankhah) for moharebeh tied to alleged arson/destruction during January protests in Shandiz; held at Vakilabad. Amir Delshad also sentenced to death in a Mashhad protest-related case; appeal referred to the Supreme Court (HRANA via Iran International). Pouria Hosseini-Mofrad and others in Mashhad remain under death sentences. At least five Mashhad January protesters already executed this year at Vakilabad.
U.S. condemnation / baselines. State Department Persian account highlighted the October executions of Raeisi, Sepahi and Jamshidi Kheirabadi (Iran International). Amnesty: ≥34 protest-related executions after unfair trials; ≥20 further upheld death sentences at imminent risk. IHR: ≥691 executions Jan–Oct 2026 including 36 protesters; October alone ≥77. Alikhani Square: nine hanged (Nov. 3 most recent); three remain at high risk (Nov. 4 coverage).
IRGC in diplomacy. Rezaei’s Moscow role and primacy over the Vance channel illustrate Guards alumni control of war and negotiation files (Al Jazeera; Reuters). FT reporting, carried by Iran International, continues to document Russian military-technical assistance to Iran (APU-L launcher orders; prior C430L cruise-missile tech transfer); delivery of the launchers not established. Track the wider war on the Iran war tracker.
What to watch
- Whether Washington answers the Qatar-mediated nuclear proposal, and whether Trump orders post-midterms strikes before the new Congress seats in early January.
- Any public confirmation from Moscow beyond the Kremlin’s thin readout; gas-pipeline and “post-war arrangements” claims remain Rezaei’s framing.
- Supreme Court action on Delshad, Hosseini-Mofrad and other Mashhad and Alikhani capital cases.
- Winter gas rationing decisions and any checkable restoration numbers.
- Guardian Council review of the counter-infiltration bill.
- Shokouhi’s medical and legal status; further campus sit-ins.
