Economic Warfare & Trade Policy Sanctions

Coverage: November 2 through midday November 4, 2026 (ET). Tehran is 8.5 hours ahead of ET.
Top lines
- Two more Alikhani Square protesters hanged. Iran executed Amirhossein Maleki and Amirhossein Ebrahimi in Isfahan on Tuesday, November 3, bringing executions in that one protest case to nine, according to Iran Human Rights (IHR) and AFP. Rights groups cite torture and an ignored retrial order. Full story in today’s article: “Nine Hanged From One Square.”
- Khamenei says US hostility will outlast any change of party. In a written statement Wednesday, after Democrats won both chambers of Congress in the US midterms, Supreme Leader Mojtaba Khamenei warned against “even the slightest inclination towards submission,” Reuters reported.
- Clashes around Hormuz. US officials described Monday’s strikes on Qeshm Island as “defensive” (Reuters). The Revolutionary Guards (IRGC) said Wednesday that four tankers had been destroyed by mines on a “prohibited” route and two vessels seized (Reuters).
- Rial firmer, factory inflation soars. The open-market dollar sold for 269,100 tomans on Wednesday (Bonbast), compared with 273,200 on November 2. Producer-price inflation in industry reached 147.3% year on year in the summer quarter, according to Statistical Center data reported by IranWire.
- Campus unrest. Students held sit-ins at the University of Tehran after a student set herself on fire, and councils from eight Tehran universities wrote to the president (Iran International).
Government
Supreme Leader. Khamenei’s statement, issued on the anniversary of the 1979 US embassy seizure, said those who believe American hostility will change through partisan shifts or concessions are “greatly mistaken.” “The US sees the end of its hegemony as distant; we see it as near,” he said, adding that any response to renewed aggression would come on a much greater scale (Reuters).
Reaction to the midterms. Parliament Speaker Mohammad-Bagher Ghalibaf wrote on X: “Conscience or the cost of living, Americans said NO TO WAR, and we endorse this message.” Two senior Iranian sources told Reuters that Tehran fears Trump could compensate for the defeat with a strike and remains on high alert. Iranian officials had earlier told Reuters that Tehran deliberately prolonged talks to weaken Trump before the vote. The judiciary’s news outlet shared a joke that “Trump failed at regime change in Iran but he succeeded in Texas,” and the daily Jam-e Jam ran the headline “The twilight of Trumpism” (Reuters). AP photographed government supporters stepping on US and Israeli flags at Wednesday’s anniversary rally outside the former embassy in Tehran.
Talks with Washington. President Masoud Pezeshkian said Monday that Khamenei had granted the government “certain authorities” over the US negotiations (Al Jazeera, citing Iranian media). Ghalibaf said “the ball is now in America’s court to prevent war” (BBC). Supreme National Security Council secretary Mohsen Rezaei said the US reply “was not convincing” and that Washington “must fully and explicitly address Iran’s seven conditions… Only in this case will the Strait of Hormuz be reopened” (Reuters). A senior Iranian official told Reuters the two sides remained “far” apart.
Who leads the talks. Foreign Ministry spokesman Esmail Baghaei and Foreign Minister Abbas Araghchi said Ghalibaf remains chief negotiator, even though Vice President JD Vance’s letter went to Rezaei. Raja News, close to the hardline Paydari party, accused Ghalibaf of accepting a ceasefire without the Supreme Leader’s authorization (Iran International; Raja’s claims are its own and unverified).
Majlis. On Wednesday, parliament passed Articles 30 and 31 of the counter-infiltration bill in a virtual session, IranWire reported. Article 31 requires proof that the offender was aware of the act’s effect, but makes negligence or recklessness that harms national security punishable. Article 30 lets courts fine or dissolve companies and other legal entities. A clause added to Article 3 raises penalties by one to two degrees for conspiracy. (Articles 27–29 were covered on November 2.) At Tuesday’s session, the social affairs committee reported on a proposed parliamentary inquiry into banks Melli, Pasargad, Parsian, Mehr, Ayandeh and Dey, according to the agenda published by Mehr (state media) Unverified claim, Mehr (Iranian state media).
Diplomatic spat. Azerbaijan barred 14 Iranians, including MPs Kamran Ghazanfari, Abolfazl Zohrevand, Abbas Moghtadaei and Alireza Salimi, Kayhan editor Hossein Shariatmadari, and the clerics Mohsen Araki and Mohammad Javad Fazel Lankarani, over remarks about its school dress rules (IranWire, citing Azerbaijan’s state agency APA) Unverified claim, APA (Azerbaijani state media).
Economy
Currency. Bonbast’s Wednesday rates, last updated at 13:03 Tehran time (4:33 a.m. ET), were 269,100 tomans to sell and 268,900 to buy for the US dollar (about 2.69 million rials), 302,600 for the euro and 362,550 for the pound. TGJU’s last recorded dollar rate, from Tuesday, November 3, was 2,725,000 rials.
Inflation. IranWire reported Statistical Center data showing the industrial producer price index at 774.7 in the summer quarter. Year-on-year inflation was 147.3%, up from 109% in the previous quarter, and the annual rate was 97.3%. Prices for coke and refined petroleum rose 80.2% in the quarter. Consumer-price inflation was 88.7% year on year in the month to October 22 (Statistical Center data via Iran International). The monthly minimum wage is about 166 million rials, roughly $61.
Fuel. Premium gasoline has returned to more than 70 stations at 103,000–110,000 tomans a liter, about 69 times the subsidized rate of 1,500 tomans, IranWire reported. An October 27 cabinet decree from First Vice President Mohammad Reza Aref gives a task force power to revise fuel prices and quotas. The current monthly quotas are 60 liters at 1,500 tomans and 50 liters at 3,000.
Sanctions and oil. Trump told Axios: “We crippled them financially. They have no money, no gasoline” (BBC). Oil fell more than 7% on Monday and rose about 1.3% on Tuesday (Reuters).
Household strain. More than 4,000 people answered an Iran International appeal about wartime emergency kits, which respondents said cost 150 to 300 million rials. “We buy yogurt in four installments,” one wrote (Iran International; self-selected responses, unverified).
Domestic Politics
Universities. Students held a sit-in at the University of Tehran’s Faculty of Social Sciences on Monday and Tuesday after student Shahin Shokouhi set herself on fire. They chanted “Woman, Life, Freedom” and “We want neither war nor bloodshed; long live the university.” Student councils from eight Tehran universities wrote to Pezeshkian: “University security cannot be achieved through intimidation and extralegal controls” (Iran International, Tier 2). The Baluch rights group Haalvsh said dozens of University of Sistan and Baluchestan students have been summoned by the Intelligence Ministry since November 1, and some suspended for two semesters (single source).
Hijab at work. Several employees of Bank Pasargad subsidiaries were fired over their clothing during unannounced visits by CEO Majid Ghasemi on October 27 and 28, according to IranWire and Iran International, which give different counts. Fanap group companies required compliance with stricter dress rules from October 31. On October 30, Tehran prosecutor Ali Salehi warned that managers of government agencies could face legal action for failing to enforce the hijab (Mizan, state media, via Iran International) Unverified claim, Mizan (Iranian judiciary state media).
Internet. Users on the MCI and TCI networks in parts of Tehran and nearby provinces reported disruptions on Tuesday, and the tech outlet CITNA reported disconnections. International monitors showed national connectivity as relatively stable (Iran International).
Minorities. Hengaw reported that Intelligence Ministry agents raided homes in Bukan on Tuesday, arresting four Kurds, including the Sunni cleric Mamosta Hassan Mahmoudi, without warrants. It also reported warrantless arrests in Baneh and Piranshahr on November 2–3. Hengaw recorded at least 124 verified arrests nationwide in October, 64 of them Kurds and 16 Baluch. IranWire, drawing on Baha’i International Community bulletins, reported that five Baha’is in Kerman were sentenced on October 31 to a combined 44 years, 6 months and 1 day in prison. Artin Ghazanfari received 26 years from Judge Abolghasem Salavati’s Branch 15.
Protest cases. Beyond the Isfahan executions, Hengaw reported that four January protest detainees in Semnan were each sentenced to one year in prison.
IRGC Watch
Qeshm and the strait. US officials told Reuters that Monday’s strikes on Qeshm were “defensive measures against Iranians using surface-to-air missiles against US assets.” Fox News, cited by Reuters, said they followed Iranian fire on a US aircraft. The IRGC claimed it had shot down MQ-9 and MQM-170 drones (BBC; IRGC claim, not independently verified). The IRGC’s Wednesday statement on four mined tankers and two seized vessels was reported by Reuters; independent confirmation was not available at publication.
“No restrictions.” Basij commander Ghassem Ghorayshi said: “From now on, the armed forces will have no restrictions on striking targets” (Iran International).
IRGC intelligence and a Baluch cleric. Hengaw reported that Khalil Gorgij, a 30-year-old Sunni cleric from Zahedan who had worked as a fuel porter, was sentenced to two years for “membership in groups opposed to the state.” The group said IRGC intelligence arrested him in November 2025, held him in solitary confinement for 16 days and pressured him to confess. It added that IRGC intelligence still holds the vehicle he was using when arrested, despite a court order to release it (Hengaw, single source).
Quds Force proxies inside Iran. Haalvsh said gunmen killed at least seven members of the Afghan Fatemiyoun militia, which operates under the IRGC’s Quds Force, in an attack on a school used as a military base in Konarak County on Monday. The IRGC-affiliated Tasnim Unverified claim, Tasnim (IRGC-affiliated) gave a different account: Jaish al-Adl attacked army personnel, one attacker was killed and no personnel deaths were reported (Iran International; Haalvsh casualty figure single-source).
Abroad. At Woolwich Crown Court in London, a prosecutor said in closing arguments on Monday that three men carried out surveillance that materially assisted the IRGC in preparing attacks on Iran International journalists. The defendants deny the charges (Iran International, which is itself the targeted outlet).
Militarizing civilians. An AP photo from November 2 shows IRGC members giving a rappelling demonstration at the opening of a military training center for civilian volunteers in Tehran’s Tajrish Square.
Security agencies and the courts. In the Alikhani Square case, a source quoted by IHR said judges cited “pressure from security agencies.” See today’s article.
