Nov. 7, 2026 — Abu Dhabi Ukraine talks scheduled for Nov. 10–11 are taking shape around competing security agendas, with the Kremlin naming a delegation and Kyiv identifying guarantees, energy de-escalation and humanitarian exchanges as priorities. The next round has not taken place: announcements about participants and objectives are preparations, not evidence of a ceasefire or settlement.
Reuters reported on Saturday that Kremlin spokesman Dmitry Peskov, speaking to Interfax, identified presidential aide Vladimir Medinsky as head of Russia’s delegation. The reported team also includes Deputy Foreign Minister Sergei Ryabkov and military intelligence chief Igor Kostyukov. These are the Kremlin’s statements about its own representation.
Kyiv sets out concrete files
Ukraine’s foreign minister, Andrii Sybiha, described the prospective agenda in a public statement on Friday: security guarantees, de-escalation in the Black Sea and energy sphere, the return of Ukrainian children, prisoner-of-war exchanges and preparation of an agenda for a leaders’ meeting. He discussed the process while attending a Baltic Sea regional ministerial meeting in Warsaw.
In a companion official statement, Sybiha argued that decisions about Ukraine cannot exclude Ukraine and decisions about European security cannot exclude Europe. He said Europe must be part of the peace process. That is Kyiv’s stated requirement, not confirmation that every European government has received a seat at the next session.
The specificity of the humanitarian issues is important. A prisoner exchange, a mechanism to return children and an energy de-escalation arrangement are distinct negotiating files. Movement on one would not automatically resolve territory, military guarantees or the terms of a leaders’ meeting. Equally, identifying them as priorities does not establish that Russia has agreed to the Ukrainian formulation.
A delegation signals capacity, not concessions
Reuters reported that President Vladimir Putin held a preparation meeting on Friday and that its opening was televised. The mix of diplomatic and military officials offers channels through which several subjects could be discussed. It does not demonstrate what instructions the delegation received in private or which compromises it could accept.
Ryabkov’s inclusion is noteworthy because the reported discussions reach beyond a narrow battlefield pause into wider security questions. But a personnel change should not be promoted into a policy breakthrough without a corresponding public proposal or agreement. The first test will be whether the parties can establish mutually acceptable work on the announced issues.

Europe’s concern is sequencing
A Bloomberg report published by The Straits Times, citing European officials, described resistance to addressing Russia’s broader security concerns before a ceasefire. It contrasted those concerns with an American approach favoring parallel discussions. Because the account relies in part on unnamed officials, it should not be treated as a formally adopted position binding every European government.
The underlying issue is sequencing: whether talks on a wider European security framework can help stop the war or might instead proceed without a sufficient reduction in violence. That question differs from whether individual confidence-building measures are technically possible. It also differs from an agreed commitment to defend Ukraine; no such new guarantee is established by the sources reviewed here.
European states’ stake is not limited to attendance at a negotiating table. Any proposed arrangements concerning military posture, transparency or crisis communications would have implications beyond the immediate front line. Still, proposals reported in consultations remain proposals until governments accept specific terms.
Judge the round by verifiable outcomes
The next useful milestones are confirmed participation, an agreed working agenda and any published mechanism for implementing limited measures. A statement that discussions were constructive would be less substantial than a verifiable exchange or an operational arrangement with clear responsibilities. No outcome should be written in advance of the meeting.
The Boston Report’s Ukraine war tracker follows military and diplomatic developments together. Its previous report on damage to Ukraine’s power system explains why energy has become a pressing negotiating issue. Scheduled diplomacy and continuing infrastructure damage can coexist; neither a delegation announcement nor a proposed agenda is itself evidence that the war is winding down.
