- The Pentagon is sending a third aircraft carrier group, the USS Theodore Roosevelt, plus the 13th Marine Expeditionary Unit, US officials told several outlets.
- Reuters reported that the State Department is preparing an ordered departure of some embassy staff and families across the Persian Gulf.
- An IRGC general said seven undersea internet cables in the Strait of Hormuz could be targeted if Iranian infrastructure is hit.
- Iranian state media said Parliament Speaker Mohammad Bagher Ghalibaf met Supreme Leader Mojtaba Khamenei. Official readouts do not mention nuclear weapons.
Signs of a wider Iran war escalation piled up on Wednesday, Oct. 21, 2026. Washington confirmed new naval deployments to the Middle East, a senior Revolutionary Guards officer threatened Gulf internet cables, and mediators from Pakistan and Qatar pressed Tehran for a deal before the Nov. 3 US midterm elections. The war began on Feb. 28, when the United States and Israel struck Iran, and the Strait of Hormuz has been largely closed since. Our Oct. 19 Iran–US war update covers the weekend’s diplomacy.
Third US aircraft carrier heads toward the region
Two US officials told Fox News that the USS Theodore Roosevelt carrier strike group and the 13th Marine Expeditionary Unit, sailing with the Makin Island Amphibious Ready Group, are due in the region by the end of November. The Wall Street Journal, citing US officials, put the total added force at 9,000 to 10,000 troops. The Roosevelt left San Diego on Sept. 27, according to Gulf News’ summary of the reports.
Whether this makes three carriers on station at once is not settled. Fox’s account says the Roosevelt joins the USS George H.W. Bush and the USS George Washington. USNI News reported that the Roosevelt is expected to relieve the George Washington, which would keep the count at two. The Journal reported that the forces would arrive as President Donald Trump considers renewed strikes after the midterms. That claim comes from unnamed officials and has not been confirmed on the record by the White House.
Ordered departure from Gulf embassies
Reuters reported, citing three US officials, that the State Department is preparing to order some personnel and family members to leave US embassies in countries along the Persian Gulf. Two of the officials linked the move to a possible resumption of hostilities, particularly with the Iran-backed Houthis in Yemen. As of Wednesday evening the department had not announced the order publicly. This concerns diplomatic staff. We found no credible report of a general evacuation of US military personnel from the region.
IRGC threat to undersea internet cables
Brigadier General Yadollah Javani, political deputy to the IRGC commander, told Arabic-language Al-Alam television that Iran could hit US and allied assets if its infrastructure is attacked. “That includes internet cables, including seven major cables that run underwater through the Strait of Hormuz,” he said, according to dpa. IRGC-affiliated Tasnim carried the same warning.
The threat is narrower than it sounds. Iran International, citing the International Cable Protection Committee, reported that five active cable segments cross the strait, carrying less than 1% of the world’s international bandwidth. Damage would hit Gulf states such as Bahrain, Qatar, Kuwait and the UAE hardest. Iran raised the same cables as a pressure point in April, Reuters reported at the time.
Ghalibaf, Mojtaba Khamenei and the nuclear question
Iranian state television said Ghalibaf, who is also Tehran’s chief negotiator, met Mojtaba Khamenei to review the “military, economic and cognitive warfare” waged by the United States and Israel. It did not say when or where the meeting took place and released no images. Khamenei has not appeared in public since succeeding his father on March 8. The readout from the Supreme Leader’s office stressed “strengthening the nation’s elements of power,” economic cooperation and ties with “strategic partners.” It contained no reference to building a nuclear weapon or to an election.
We found no credible report that Khamenei has ordered or endorsed a bomb. Calls for one are coming from others. The Financial Times reported this week that hardliners are urging Tehran to drop the late Ali Khamenei’s religious ruling against nuclear arms, and lawmaker Hassan Ghashghavi said last month that nobody could stop the new leader from issuing a different ruling. Officially, Iran still says its program is peaceful. “Not a single gram of enriched uranium will be removed from Iran,” Supreme National Security Council secretary Mohsen Rezaei said Tuesday, according to Al Jazeera. Ghalibaf told Pakistan’s army chief, Field Marshal Asim Munir, that Iran had “nothing new” to tell Washington.
The only election in the day’s coverage is the US one. Several outlets reported that Washington’s timing on Iran is being weighed against the Nov. 3 midterms.
Missile and troop movements inside Iran
Social media posts on Wednesday, shared by open-source tracking accounts, described ballistic missile movement at the Pouneh tunnel near Khorramabad in western Iran and IRGC launchers near Najm Abad in Fars province. These reports trace back to a single social media account. No government or major news outlet has confirmed them, and The Boston Report could not verify them independently.
Iranian commanders are publicly warning of a harsher response. Armed forces chief Ali Abdollahi said any new attack would be met harder than before, and Rezaei said Iran had prepared a more destructive plan, The New Arab reported. An unnamed senior security official told Press TV that Iran is ready for “all-out war.” Separately, Israel’s N12 reported on Oct. 15, citing satellite images, that Iran is moving missile work into tunnels.
Diplomacy and the wider picture
Foreign Minister Abbas Araghchi said Wednesday that “the country is truly in war conditions and the war continues.” Secretary of State Marco Rubio said the US welcomes mediation by Qatar and Pakistan, but that any deal must ensure Iran can never get a nuclear weapon.
