GENEVA / NAIROBI (Nov. 6, 2026) — UNHCR warned that nearly 90 million displaced people face severe climate risks as negotiators prepare for COP31 in Antalya, pairing the climate summit’s adaptation fights with a funding crunch that already threatens emergency shelter for people fleeing conflict and disaster.

The warning

At the Nov. 6 U.N. Geneva briefing, UNHCR’s climate action team flagged that displaced populations are disproportionately exposed to floods, heat and storms. Separately, UNHCR and IOM officials speaking on Sudan said millions risk losing emergency shelter as funding runs out — a reminder that climate risk and conflict displacement overlap in the same caseloads.

The 90 million figure is UNHCR’s framing of people already uprooted who now confront climate hazards, not a new displacement census. It is meant to put refugee agencies inside COP31’s adaptation finance debate rather than leave them as afterthoughts.

Why immigration desks should carry it

Subcategory readers on immigration need climate-displacement coverage that is not only Mediterranean boat counts. A UNHCR COP31 warning supplies that institutional hook and cross-links cleanly to the climate-environment story on Antalya.

Money and politics

African negotiators want tripled adaptation finance on the COP agenda; donor budgets are tight. Refugee agencies arguing for climate resilience funding are competing with the same scarce envelopes. Watch Antalya side events for whether displacement language enters cover decisions.
