Economic Warfare & Trade Policy Sanctions
This Iran daily briefing for Friday, October 30, 2026, covers new death sentences for January protest detainees, a Tehran crackdown on hijab enforcement, a cabinet panel empowered to change fuel and gas prices, warnings of winter gas shortages, and the return of Qatari mediators to Tehran. For the Reuters investigation into Iran’s hidden military import network, see our full report from this morning.
Top lines
- A Reuters investigation found that more than 5,000 secretly numbered “MOD” agencies tied to Iran’s Defense Ministry imported at least $2 billion in military-use goods since January 2025, despite sanctions and the U.S. blockade. Our full report covers the findings.
- A Tehran Revolutionary Court sentenced three more January protest detainees to death, according to HRANA. One, a cleric and former IRGC member, received a second death sentence for apostasy. The Supreme Court overturned protester Leila Abolhasani’s death sentence and ordered a retrial.
- Tehran’s prosecutor gave the inspection agency one month to evaluate 28 state bodies on hijab enforcement and assigned new policing roles to the IRGC, intelligence agencies and the “Guilds Basij.”
- The cabinet authorized a special panel to adjust fuel and gas prices and quotas, and the national gas company warned of winter shortfalls in 11 of 31 provinces.
- Qatari mediators returned to Tehran on Friday, while Parliament Speaker Mohammad Bagher Ghalibaf said progress requires acceptance of Iran’s “seven conditions.”
Government and diplomacy
Diplomacy. An official briefed on the talks told Reuters that Qatari mediators returned to Tehran on Friday in efforts coordinated with Washington. The U.S. wants nuclear issues included from the start, while Tehran demands that the U.S. first end its port blockade and lift oil sanctions (Reuters, via Arab News). Tasnim, an IRGC-affiliated outlet, said Iran had not replied to Vice President JD Vance’s letter to Supreme National Security Council secretary Mohsen Rezaei and would not drop its conditions (via CBS News) Unverified claim, Tasnim (IRGC-affiliated). The Washington Post reported that Vance offered to meet Rezaei in person, and the Wall Street Journal reported that the commander of U.S. Central Command (CENTCOM) briefed President Trump on strike options (both via Al Jazeera).
Ghalibaf wrote on X on October 29 (via IranWire):
“The carrot-and-stick approach has no impact on Tehran. Progress will only be achieved when the seven conditions of the Islamic Republic are accepted.”
Mohammad Bagher Ghalibaf, speaker of Iran’s parliament
Supreme Leader. State media published a written reply from Mojtaba Khamenei to university students, dated October 28, urging them to “equip yourselves to the fullest extent possible with the weapons of knowledge and faith” (Tasnim) Unverified claim, Tasnim (IRGC-affiliated). Like his earlier messages, it was text only. Iran International notes that no independently verified new image, audio or video of him has surfaced since February.
Presidency and cabinet. A decree approved by the cabinet on October 14 and issued October 27 under First Vice President Mohammad Reza Aref’s signature creates a working group with power to adjust the prices and quotas of all petroleum products and gas. Its members include the Petroleum, Interior, Finance and Intelligence ministries, the Plan and Budget Organization and the state broadcaster IRIB (IranWire, citing Asr Iran). Aref also said Tehran was managing the Strait of Hormuz and that its defensive readiness had improved since the 12-day and 40-day wars (Iran International).
Economy: rial, fuel, gas and trade
Rial. The Bonbast tracker quoted the U.S. dollar at 272,500 tomans to sell and 272,300 to buy (about 2,725,000 and 2,723,000 rials) and the euro at 305,050 tomans (about 3,050,500 rials) as of 12:03 p.m. Tehran time on October 30 (4:33 a.m. ET). TGJU‘s free-market dollar read 2,710,600 rials. These are indicative open-market street rates, not the official rate, and are slightly weaker than Thursday’s. For background, see our report on Iran’s rising prices and the rial.
Fuel and gas prices. The new pricing panel has not announced any rates. Government spokeswoman Fatemeh Mohajerani said in September that subsidized gasoline prices would not rise, and the National Iranian Oil Products Distribution Company withdrew emergency fuel cards in 11 provinces on October 25 (IranWire).
Winter gas. National Iranian Gas Company chief Saeed Tavakoli warned of supply imbalances in 11 provinces this winter, with Mazandaran, North Khorasan and Golestan worst placed. He said consumption rose by about 70 million cubic meters, or 30%, in five days (IRNA, via IranWire) Unverified claim, IRNA (Iranian state media).
Trade. Peyman Sanandaji of the Tehran Chamber of Commerce said shipping a container from China now costs about $13,600, up from about $2,700 to $2,800. He said more than 4,000 trucks are stalled at the Bazargan, Sero and Razi border crossings, the Shalamcheh crossing is disrupted, and exports to Pakistan have halted (IranWire).
Military spending vs. civilian services. Reuters’ figures show military imports recovering to $77 million a month by May despite the blockade (details). Sanctions analyst Max Meizlish told Iran International that he expects pensions and civilian services to come under pressure as revenue falls, while military and security personnel could keep receiving salaries.
By the numbers
By TBR calculation from the Chamber of Commerce figures reported by IranWire, the cost of shipping a container from China has risen by roughly $10,800 to $10,900, an increase of about 386% to 404%, or about five times the earlier price. Gas demand rising by 70 million cubic meters, described as a 30% jump, implies a starting level of roughly 233 million cubic meters a day (TBR calculation from the figures attributed to the gas company chief). The 11 provinces warned of shortfalls are about 35% of Iran’s 31 provinces. HRANA counts 2,003 executions in the year to October 8, which it says is up 29%; by TBR calculation that implies roughly 1,550 in the prior comparable period.
Domestic politics and rights
Hijab enforcement. At a meeting of the Chastity and Hijab Task Force on Friday, Tehran prosecutor Ali Salehi said 28 executive bodies have legal hijab duties. He gave the provincial General Inspection Organization one month to evaluate them and threatened “decisive and deterrent” action against negligent managers. He called on intelligence agencies and the IRGC to confront “organized networks promoting corruption,” tasked the “Guilds Basij” with policing clothing stores, ordered the pages of unlicensed tour operators blocked within a week, and told the FATA cyber police to step up monitoring of influencers. These are the judiciary’s own statements (Mizan, via IranWire and Iran International Persian) Unverified claim, Mizan (Iranian judiciary media).
Baha’is. IranWire reported that ten masked plainclothes agents searched three Baha’i homes in Isfahan for six hours on October 27, seizing phones, laptops, jewelry and more than 30 million tomans in cash. A source close to the family of Baha’i photojournalist Artin Ghazanfari, who was sentenced to 26 years, told Iran International that he has been denied a regular appeal and can seek only Supreme Court review (single-source). Authorities say Baha’i prosecutions concern security or legal offenses.
Cyrus Day. Iran International (Persian) relayed citizens’ accounts of repeated checkpoints and closed roads to Pasargad on October 29, along with a notice to Yazd tourism managers saying the country’s security council had barred tours from the site that day (unverified beyond those accounts).
Kurdish and Baloch activists. Hengaw reported that Kurdish PhD student Matin Faramarzpour was jailed in Mahabad on October 28 to serve six months for “propaganda against the state.” It also reported that Intelligence Ministry forces arrested Zakaria Naroui, 18, at his welding workshop in Bazman, Sistan-Baluchestan, on October 27 without a warrant; his whereabouts are unknown (single-source).
IRGC Watch
The MOD network. Reuters reported that the agencies work through frontmen and shell companies paid with illicit oil proceeds, and that Bank Sepah records link some of them to IRGC personnel, including Khuzestan commander Brig. Gen. Hassan Shahvarpour, whose units the U.S. says killed at least 100 civilians in Mahshahr in 2019. Reuters’ original could not be accessed for verification; its text was read in Kayhan Life’s republication and matched against Iran International’s summary. Our morning report has the full findings and responses.
Arrests by IRGC intelligence. Hengaw reported that IRGC intelligence forces raided the homes of five Arab Sunni activists in Shavur, Karkheh County, on October 29, assaulting family members and detaining Hossein Navaseri, Ali Doushi, Ali Shoveihi, Amin Shoveihi and Javad Kanani. Intelligence Ministry agents arrested two more men in Ahvaz on October 26. Separately, IRGC intelligence arrested Kurdish laborer Mohammadreza Torkjoush, 30, in Malekshahi, Ilam, on October 29 without a warrant. His mother suffered a heart attack and is in intensive care, and his whereabouts are unknown (Hengaw, single-source).
Death sentences. According to HRANA, Branch 23 of the Tehran Revolutionary Court sentenced Amirreza Rezaei, Vahid Ghahremani and a cleric identified only as Mehdi to death over the January protests, on charges including “operations on behalf of Israel.” Mehdi, the former IRGC member, received his second death sentence from the Special Clerical Court. HRANA also reported that Omran Amani, a 21-year-old Kurd, was sentenced to death for moharebeh (“waging war against God”), and that the Supreme Court upheld an espionage death sentence against Mohammad Naderi, who is accused of using Starlink and photographing sites. Abolhasani, whose sentence was overturned, had been arrested on January 8 while filming a fire in Shahin Shahr (Hengaw, IranWire). See also our report on the UN expert’s findings on the wartime crackdown.
Executions (not attributed to the IRGC). HRANA put the October 27 executions at Mashhad’s Vakilabad Prison at five, at least three of them on drug charges, up from the three reported on Thursday. Hengaw reported the unannounced executions of Yaser Shokri and Mohammad Tajik in Ghezel Hesar Prison on October 28 for murder.
War role. The IRGC said “two offending oil tankers” on an “unauthorized route” had “encountered incidents and were brought to a halt” (AFP, via CBS News). Claimed by Iran: four tankers hit mines, three according to the IRGC and one according to the army. The UK Maritime Trade Operations agency (UKMTO) reported that a small boat attached two explosive devices to a tanker about 25 nautical miles northeast of Khasab, causing an engine-room fire, but did not say who was responsible. CENTCOM says the main routes are clear (CNBC).
