India’s space agency launched the NVS-03 navigation satellite on a GSLV Mark II rocket from the Satish Dhawan Space Centre at 2:21 p.m. Eastern time on October 30, and the Indian Space Research Organisation said the spacecraft reached its planned transfer orbit, Space.com reported. The NVS-03 NavIC launch is meant to strengthen a regional navigation system that India’s military and civilian users rely on for positioning and timing.
Key figures: 3 of 4 navic satellites fully working vs. needed for service · 27 starlink satellites launched from vandenberg · 56 guardians picked for senior master sergeant
Why NavIC matters
NavIC is “a regional navigation satellite system designed to provide accurate Position, Navigation and Timing (PNT) service to users in India,” ISRO wrote in its launch brochure, according to Space.com. The constellation currently has three fully working satellites and needs four to provide its service. If NVS-03 completes its checkout in orbit, it would bring the system back to the minimum needed.
Ukraine and Starlink
Fire Point chief executive Iryna Terekh told Reuters that the Ukrainian arms maker had overcome Starlink restrictions for its long-range strikes, Ukrainska Pravda reported. The report did not describe how. Fire Point’s claim could not be independently verified. Today’s Ukraine war report covers Ukraine’s latest strike on a Russian rocket-fuel plant.
SpaceX flies another Starlink batch
A Falcon 9 rocket launched 27 Starlink satellites to low Earth orbit from Vandenberg Space Force Base in California at 12:04 a.m. Eastern time on October 31, and its first stage landed on a drone ship in the Pacific Ocean, Space.com reported.
Missile-tracking supply chain
ESI Motion said its solar array drive electronics will support Lockheed Martin’s work on the Space Development Agency’s Proliferated Warfighter Space Architecture, the layered satellite network meant to track missiles and relay data, SpaceNews reported. The claims are the company’s own.
Neither the US Space Force nor US Space Command posted a new news release in the window; their newest items were dated October 15 and October 1, according to checks of spaceforce.mil and spacecom.mil. No new Chinese or Russian military space activity with an attributed official or specialist report was found. Our report on China’s reusable spacecraft on its fourth mission covers the latest on that program.
Space Force promotions jump
The Air Force Personnel Center released Space Force promotion lists on October 29, selecting 56 Guardians for senior master sergeant and 13 for chief master sergeant, Air & Space Forces Magazine reported. The service’s second-highest enlisted rank currently has 147 members.
By the numbers
The 56 new senior master sergeants equal about 38% of the 147 now holding that rank, TBR calculations from the magazine’s figures, so the rank would grow to about 203 if all selectees pin on with no departures, an increase of roughly 38%. The chief master sergeant list of 13 is less than a quarter the size of the senior master sergeant list. On the navigation side, NavIC is running at 75% of the four satellites it needs, three of four, until NVS-03 is declared operational.

What to watch
Watch for whether NVS-03 completes its checkout and restores four working NavIC satellites, whether the Space Development Agency announces new launches for its missile-tracking network, and whether Starlink access changes for Ukrainian forces. Our Oct. 30 space war report covered the KeyDrift hacking campaign against satellite firms, and today’s information war report tracks the latest Russian influence operations.
