This Iran daily briefing for Sunday, November 1, 2026, covers Iran’s terrorist designations against Britain, the state of US-Iran talks over the Strait of Hormuz, mixed signals on nuclear doctrine, the rial and 88.7 percent inflation, and HRANA’s October count of 71 executions. For the Britain designations, see today’s article. Yesterday’s developments are in the Oct. 31 briefing.
Top lines
- Iran’s Foreign Ministry designated Britain’s Royal Navy and Royal Air Force “terrorist organizations” and classified MI6 a “hostile group,” bringing the British service under a 2025 espionage law that carries the death penalty. See today’s article.
- Security chief Mohsen Rezaei told state TV Unverified claim, Iranian state TV (Iranian state media) that Tehran is “now waiting for the Americans’ response” and that the Strait of Hormuz “cannot reopen unless Iran’s seven conditions are met.” Foreign Minister Abbas Araghchi told Al Jazeera that talks with Qatar center on a two-day plan to reopen the strait.
- HRANA’s October report counted 71 executions, at least 22 new death sentences and 178 arrests for expression. Hengaw reported five more unannounced executions in Shiraz.
- The open-market dollar was about 2,720,000 rials (Bonbast). Official October inflation stood at 88.7 percent year on year.
- A woman in Gilan was jailed after telling a foreign-based outlet about the soaring cost of her mother’s medicine (Hengaw, single-source).
Government
Britain designations. The measures rest on a Supreme National Security Council resolution, according to IRGC-affiliated Tasnim (state media) Unverified claim, Tasnim (IRGC-affiliated). No UK government response had been found at the time of writing. The grounds Iran cited, the legal context and the British detainees are covered in today’s article.
Diplomacy and the Supreme National Security Council. In a Saturday state TV interview Unverified claim, Iranian state TV (Iranian state media), Rezaei said Washington had made three proposals, the third of which still contains ambiguities, and that Iran’s seven conditions address gaps in the earlier Islamabad understanding, including management of Hormuz and the collection of fees (via Iran International, Tier 2). He said he had read a letter from Vice President JD Vance but had not replied. He called IAEA chief Rafael Grossi a “mercenary and servant of the Zionist regime.”
Araghchi told Al Jazeera that Iran’s demands include lifting recently imposed US sanctions, restoring oil waivers granted in June, reducing the US military presence, recognizing Iran-Oman shipping routes in Hormuz and ending the war on all fronts, including Lebanon. “I know that our armed forces are more prepared for war than any time before,” he said. President Trump said the talks were “going fine” but “not very reliable,” and Secretary of State Marco Rubio said Trump had not decided whether to resume strikes.
Nuclear doctrine: mixed signals. On state TV Unverified claim, Iranian state TV (Iranian state media), Rezaei said, “There has been no new decision regarding a change in the nuclear doctrine” (via Iran International). Al Jazeera, however, reported that Rezaei told it the government was weighing a change. No formal decision or bill has been announced.
Majlis and judiciary. No new laws, votes or judiciary decrees were found in the past 24 hours.
Economy
Rial. The Bonbast tracker quoted the US dollar at 272,000 tomans to sell and 271,800 to buy (about 2,720,000 rials), the euro at 304,800 tomans and the pound at 364,400, as of 13:07 Tehran time on November 1 (about 4:37 a.m. ET). That is a shade weaker than Saturday’s 271,900. TGJU showed 2,716,950 rials at 15:54 Tehran time (about 7:24 a.m. ET), up 0.44 percent on the day and about 150 percent higher than a year ago. These are indicative open-market rates, not an official rate.
Inflation. The Statistical Center of Iran put year-on-year inflation for the month ending October 22 at 88.7 percent (107 percent in rural areas), monthly inflation at 4.4 percent and 12-month average inflation at 76.8 percent (IranWire, Tier 2). Education prices rose 23.5 percent in a single month and transport 10.7 percent. Year on year, tobacco was up 163.2 percent and transport 128 percent.
Living costs. In messages to Iran International (Tier 2; unverified individual accounts), one resident said a palm-sized piece of flatbread cost 400,000 rials, and a Tabriz poultry seller said daily sales had fallen from 70 chickens before the war to 12. The outlet put the 2026 minimum monthly wage at about 166 million rials, roughly $61. Workers at Atlas Air and in the oil industry’s healthcare sector reported unpaid wages.
Domestic politics
Jailed over a medicine complaint. Raheleh Soltani, a Gilak woman from Bandar Anzali, was arrested on October 31 to serve a five-month sentence after contacting a media outlet outside Iran about the rising price of her mother’s medication, Hengaw reported, citing local sources. The charges, the court and her prison are unknown. This is single-source.
Self-immolation. Self-immolation accounts for about 16 percent of burn hospitalizations, and about 62 percent of those patients die, Hamid Salehi, head of the Iranian Burn Association, told ILNA Unverified claim, ILNA (Iranian state-aligned media) on Sunday (via Iran International). He said sanctions and inflation have made burn dressings and some antibiotics harder to obtain. He noted that the figures come from earlier studies and that a national registry is needed.
Minorities. An Ahvaz Revolutionary Court sentenced Arab Sunni religious activist Amer Kaabi to five years over his religious activities. Intelligence Ministry agents arrested him in July with six other men during evening prayers, Hengaw reported. In Sanandaj, Kurdish women’s rights activists Leila Pashaei and Baran Saeedi were summoned on a new security charge after the provincial Intelligence Department challenged their earlier sentence as too lenient (Hengaw).
IRGC watch
- A wider net for capital “espionage.” The Supreme National Security Council, led by former IRGC commander Rezaei, has added MI6 to the bodies whose alleged agents can face death under the espionage law. See the article.
- Basij arrest, death sentence and torture claim. Omran Amani, a 21-year-old Kurdish courier, was sentenced to death for moharebeh by Branch 26 of the Tehran Revolutionary Court (Judge Iman Afshari); the verdict was communicated on October 24 (HRANA, Hengaw). A source told Iran International that Basij and intelligence officers arrested him on February 11 and that his shoulder was broken during torture to extract a confession. The torture and arrest details are single-source, and HRANA and Hengaw date his arrest to the January protests.
- Same court, another protester. Branch 26, also under Judge Afshari, sentenced Danial Dabiri, 23, to five years for “assembly and collusion against national security” over the January protests (Hengaw).
- War role. At Saturday’s meeting, IRGC Commander Ahmad Vahidi, together with the army commander and the armed forces chief of staff, briefed the Supreme Leader and told him that weapons production had increased “seven-fold,” Euronews reported, citing state media Unverified claim, Iranian state media (Iranian state media). The claim is unverified. IRGC political deputy Yadollah Javani said forces are operating on the assumption that the US or Israel could strike at any moment (Al Jazeera).
- Beyond the IRGC. HRANA’s October report recorded 71 executions, including two on espionage charges and four for moharebeh; 66 businesses sealed for alleged non-compliance with “Islamic standards”; 40 people arrested at a party in Sabzevar; and 20 Chabahar–Zahedan railway strikers arrested and then dismissed. Hengaw reported that five prisoners were executed in Shiraz on drug and murder charges on October 27 and November 1, none of them announced by state media.
