Poland has launched a special security operation along its border with Russia’s Kaliningrad exclave after intelligence warnings that armed groups could try to cross into Polish territory, national police chief Marek Boroń said Monday, Nov. 2, according to Polish broadcaster RMF24 as reported by United24. Authorities called the deployment preventive and reported no confirmed incursions or sabotage. The move comes as Germany builds up a permanent armored brigade in neighboring Lithuania, the Bundeswehr’s first permanent deployment abroad since World War II, and as German army engineers help Poland fortify the same frontier.

What Poland is doing at the border
Police, soldiers, Border Guard officers, counterterrorism units and intelligence services are taking part in the operation, which is run from a command post at National Police Headquarters with regional commands in Olsztyn and Białystok, RBC-Ukraine reported, citing RMF24. Extra police were sent from several provinces. No personnel totals were released.
The trigger was a warning last week from Poland’s Military Intelligence Service and unnamed allied intelligence agencies of possible security incidents along the Russian border “in the coming days,” including attempts by armed groups to cross from Kaliningrad, United24 reported. Boroń tied the measures to the risk of sabotage, hybrid crime and the work of eastern intelligence services. He denied any link to Poland’s political dispute over its Constitutional Tribunal.
Officials have not said Poland expects a military attack. The warnings, as reported, describe smaller armed groups and sabotage, not an invasion. On Oct. 30, police in Świdnica detained a 55-year-old Russian citizen suspected of working for a foreign intelligence service after he was seen photographing trains and rail infrastructure, RBC-Ukraine reported.
A new territorial brigade for the Kaliningrad frontier
Separately, Poland is reorganizing its 4th Warmian-Masurian Territorial Defense Brigade to take over military defense of the Kaliningrad border, RTÉ reported, citing Polish outlets IAR, PAP and RMF FM. Brigade commander Col. Cezary Kiszkowiak said the unit will monitor the border, support the Border Guard and manage East Shield fortifications and depots, but will not replace Border Guard officers in their daily work. The reorganization is due by the end of 2026, with full readiness within two years.
The brigade is one of four in a border component created on July 1, 2026, alongside the 1st Podlasie, 19th Nadbuzhansk and 20th Przemyśl brigades. Its planned strength is more than 15,000, according to Poland’s Territorial Defense Command.
German tanks: in Lithuania, not Poland
The German tanks on NATO’s northeastern flank are in Lithuania. Germany is permanently stationing its 45th Panzer Brigade there, equipped with Leopard 2A8 tanks, Puma infantry fighting vehicles and PzH 2000 howitzers, UnHerd reported. The brigade has about 5,000 authorized posts, roughly 80% of them filled according to Germany’s defense ministry, and is due to be fully operational by the end of next year. One of its main jobs is protecting the Suwałki Gap, the roughly 40-mile strip of Polish-Lithuanian border between Kaliningrad and Belarus that links the Baltic states to the rest of NATO.
In Poland itself, German involvement is unarmed engineering work. Several dozen German army engineers have been helping build trenches, barbed-wire lines and anti-tank barriers for Poland’s East Shield program since June, with no combat component, Notes From Poland reported, citing Poland’s General Staff. Deutsche Welle reported the work is focused on the Suwałki Gap.
Why the border matters now
Kaliningrad is a heavily militarized Russian exclave wedged between Poland and Lithuania, and Poland is a key route for Western weapons and aid reaching Ukraine. The Institute for the Study of War has warned that Russia could step up sabotage in Poland this winter, with railways and supply routes to Ukraine among possible targets, RBC-Ukraine reported. In September, suspected operatives linked to Russian intelligence set fire to a Starlink ground station in Poland that supports Ukraine, United24 reported.
The border operation lands as the Ukraine Russia war intensifies in the air: Russia launched 364 drones at Ukraine in about 25 hours, and Ukraine’s president warned of a massive new strike, as we reported tonight. For daily figures, see our Ukraine war tracker.
We found no public Russian government response to the Polish operation as of Monday night.
What to watch
Polish officials have not said how long the operation will last. Watch for any reported incidents along the Kaliningrad border, further deployments to the Warmian-Masurian and Podlaskie regions, and the German brigade’s progress toward full strength in Lithuania. We will add confirmed changes to the Europe section of our military deployments tracker.
