Philippine Foreign Secretary Theresa Lazaro led an ASEAN humanitarian mission into Myanmar on Wednesday and Thursday, Oct. 28–29, 2026, visiting Southern Shan State and the capital Naypyitaw as the regional bloc tries to show it can get aid to people displaced by the country’s civil war. Lazaro is serving as ASEAN’s special envoy on Myanmar because the Philippines holds the bloc’s rotating chair this year, The Straits Times reported.

What the ASEAN mission to Myanmar is delivering

The mission is run with the ASEAN Coordinating Centre for Humanitarian Assistance on disaster management, known as the AHA Centre, and the Myanmar Red Cross Society. According to reporting by Myanmar Business Journal, the partners aim to reach more than 11,000 households in Kayin State and in Southern and Northern Shan State through November with 50-kilogram bags of rice, family kits and hygiene kits. The outlet described it as the AHA Centre’s first delivery into Northern Shan. The 11,000-household figure is a target, not a count of deliveries already made.

Lazaro’s team began in Taunggyi, the capital of Southern Shan, before traveling to Naypyitaw, Arab News reported. Philippine broadcaster GMA said the delegation also visited a reconstructed monastery in Pyinmana and handed out school kits in Tha Pyay Pin village. The trip coincides with the 70th anniversary of diplomatic relations between the Philippines and Myanmar.

Talks in Naypyitaw

In the capital, Lazaro met Union Foreign Minister U Tin Maung Swe to discuss ASEAN’s Five-Point Consensus, the April 2021 plan that calls for an end to violence, dialogue among all parties, a special envoy, humanitarian aid and a visit by the envoy to meet all sides. Myanmar’s Foreign Ministry said Deputy Foreign Minister U Naing Min Kyaw greeted the team on arrival. The visit is notable because Myanmar’s authorities said in August that a special envoy was no longer needed, according to The Associated Press. Senior Gen. Min Aung Hlaing, who led the February 2021 coup, was elected president in April, according to Reuters. ASEAN has barred Myanmar’s top leaders from its summits since 2021 over the failure to implement the consensus.

By the numbers: a crisis that has grown sixfold

The United Nations estimates that more than 4.1 million people are internally displaced inside Myanmar, up from about 671,000 before the coup, Arab News reported. A Reuters tally puts the death toll from fighting since 2021 at about 100,000 and the number displaced at more than 3.5 million; the difference reflects different counting periods and methods. Either way, it is the largest displacement crisis in Southeast Asia.

Aid access remains the central problem. Kayin and Northern Shan, two of the mission’s target areas, have seen heavy fighting between the army and ethnic armed organizations. Whether trucks reach households in areas outside military control will be the clearest test of the mission, Myanmar Business Journal wrote.

UN envoy asks for benchmarks

The UN secretary-general’s special envoy on Myanmar, Julie Bishop, has called for clear benchmarks to measure progress on aid and dialogue, according to The Straits Times.

ASEAN leaders meet next at the 49th ASEAN Summit in Metro Manila from Nov. 10 to 12, where Lazaro is expected to report on the mission. Myanmar’s place at that meeting, and whether the bloc changes its policy of admitting only a non-political representative, will be closely watched by member governments.

Why it matters for the region

Myanmar’s war is the biggest test of ASEAN’s principle of non-interference. For more on the rest of the region, see our Southeast Asia news hub and our coverage of China’s downgraded delegation at this week’s ASEAN defense ministers’ talks, linked from the hub.

Background: ASEAN and Myanmar since the coup

ASEAN agreed on the Five-Point Consensus with Min Aung Hlaing at a special leaders’ meeting in Jakarta on April 24, 2021, less than three months after the military seized power from the elected government of Aung San Suu Kyi. The bloc has since rotated the special envoy role with its chair: Brunei, Cambodia, Indonesia, Laos and Malaysia each held it before the Philippines took over in 2026.

Earlier envoys struggled to secure access. Several were unable to meet Aung San Suu Kyi, who remains detained, and most visits were confined to Naypyitaw. This mission’s focus on aid deliveries through the AHA Centre, rather than political meetings alone, follows the model ASEAN used after the March 2025 Sagaing earthquake, when the bloc channeled relief through the same centre.

Myanmar is one of ASEAN’s poorest members. Its economy was about $81.7 billion in 2025, smaller than Vietnam’s or the Philippines’ many times over, according to World Bank data, for a population of about 54.9 million.

Trucks reaching Northern Shan in November would mark a first for the AHA Centre there. Reports from the Myanmar Red Cross on deliveries will show how close the mission comes to its 11,000-household goal. Philippine officials have linked the trip to the country’s year as ASEAN chair, which ends in December, when Singapore takes over the chair for 2027.
