This Iran daily briefing for Saturday, October 31, 2026, covers Supreme Leader Mojtaba Khamenei’s order for a military response without “geographic limits,” marathon Qatari mediation in Tehran, calls to change Iran’s nuclear doctrine, a US Treasury report on the economy, the FATF blacklist and a second death sentence for a January protester. For the Halloween crackdown in Tehran and the provinces, see today’s article.

Top lines

  • Khamenei ordered the armed forces to respond to any new attack immediately and without “geographic limits,” according to a statement on his official Telegram account. Qatari mediators held more than 12 hours of talks in Tehran.
  • Basij members and plainclothes agents broke up a Halloween gathering in central Tehran, and authorities sealed businesses in Qazvin, Yazd and Isfahan provinces. Read today’s article.
  • A Tehran Revolutionary Court sentenced January protester Shahab Zohdi to death a second time. His four co-defendants were executed in April.
  • FATF kept Iran on its blacklist with countermeasures. A US Treasury report puts September inflation at about 90 percent.
  • Tehran’s interim Friday prayer leader and a senior MP called for changing Iran’s nuclear doctrine. The MP said an NPT-withdrawal bill is “on Parliament’s desk.”

Government and diplomacy

Supreme Leader. Khamenei ordered the armed forces to respond immediately and without “geographic limits” to any enemy threat. He also ordered the target list updated to bring US and Israeli “physical and non-physical” assets within reach, Reuters and AFP reported (via Arab News), citing a statement on his official Telegram account. The statement said, according to Iran International:

“If the enemies once again launch military or terrorist attacks, Iran’s armed forces and people will determine when and under what conditions they end.”

State media said the meeting was attended by Armed Forces Chief of Staff Ali Abdollahi, Army Commander Amir Hatami and IRGC Commander Ahmad Vahidi (via Iran International) Unverified claim, Iranian state media (Iranian state media). Khamenei has not appeared in public since the war began. Tasnim, which is IRGC-affiliated, called the order a shift in doctrine toward retaliation without geographic limits Unverified claim, Tasnim (IRGC-affiliated).

Army spokesman Mohammad Akraminia wrote on X that if the US president “once again embarks on more regional adventurism… the flames of war will undoubtedly engulf a much wider geographical area.” State TV said two fishermen from Qeshm who went missing after what it called a US attack had been found, and two others were wounded Unverified claim, IRIB (Iranian state media). Fars, which is IRGC-affiliated, placed the drone strike 14 nautical miles south of Qeshm Unverified claim, Fars (IRGC-affiliated). This is the Iranian government’s account and has not been independently verified.

Diplomacy. Qatari mediators held talks in Tehran for more than 12 hours on Friday, and the talks continue in Doha on Saturday, Axios reported. “There was positive progress,” a diplomatic source said. According to a US official, Washington wants nuclear concessions, while Tehran wants the blockade lifted, frozen funds released and oil sales allowed. Qatar is pressing Iran to allow UN inspectors into its bombed nuclear sites in exchange for some sanctions relief. On Friday, Trump said, “We have time, frankly. It’s a war, but it is not a typical war.”

Nuclear doctrine and the Majlis. In his October 30 sermon, Tehran interim Friday prayer leader Mohammad-Javad Haj-Ali-Akbari called for revising the nuclear doctrine. He claimed, without citing any polling, that “70 percent of the public” supports the change. Alireza Salimi, a member of the Majlis presidium, wrote that the change “enjoys both elite consensus and public demand.” He said Parliament is ready to introduce a “triple-urgency” bill and that a draft bill on leaving the NPT is “on Parliament’s desk” (IranWire). No vote has been scheduled.

Economy: rial, inflation and the FATF blacklist

Rial. The Bonbast tracker quoted the US dollar at 271,900 tomans to sell and 271,700 to buy (about 2,719,000 rials). The euro was at 304,700 tomans and the pound at 364,300, as of 12:00 p.m. Tehran time on October 31 (about 4:30 a.m. ET). That is slightly stronger than Friday’s 272,500, a change of about 0.2% by TBR calculation. These are indicative open-market rates, not an official rate. For background, see our report on Iran’s rising prices and the rial.

Inflation and isolation (US government figures). A US Treasury report titled “Operation Economic Outcast,” obtained by Axios, says:

  • The rial has lost about a quarter of its value since late August, hitting a record low of 2,687,000 rials to the dollar on the unofficial market in October.
  • Annual inflation reached about 90 percent in September, up from roughly 35 percent in early 2025.
  • Iran has loaded no oil onto tankers since August 25.
  • Trucks face delays of up to 20 days at the Turkish border.
  • The UAE, Oman, Iraq, Georgia and Azerbaijan have barred Iranian airlines or canceled flights.

These are the claims of a party to the conflict. Iran International’s Persian service noted that the Treasury’s own chart shows much of the inflation rise came before August 24. By TBR calculation from the Treasury figures, inflation rising from about 35% to about 90% is a jump of roughly 55 percentage points, or about 2.6 times the early-2025 rate.

FATF. At its October 28-30 plenary, the Financial Action Task Force kept Iran on its “black list” and repeated its call for countermeasures. It acknowledged “limited progress on technical compliance” (a framework to receive asset-freezing requests). But it said Iran’s legal framework “does not adequately criminalise terrorist financing” and that Iran “has failed to address the majority of its action plan since 2016.”

Domestic politics and rights

Halloween crackdown. Basij and plainclothes forces dispersed a Halloween gathering near Tehran’s Artists Park on Friday evening; reports of beatings and arrests come from a single source (Iran International) and are unverified. Qazvin police sealed 19 businesses (IRNA, via HRANA) Unverified claim, IRNA (Iranian state media), and the Yazd prosecutor summoned organizers and sealed a venue (Mehr and Tasnim) Unverified claim, Mehr and Tasnim (Iranian state media). Full details are in today’s article.

Inverse art school. Authorities blocked the website of Tehran’s Inverse art school, shut its payment gateways, froze its accounts and began confiscating its property, IranWire reported. The account is single-source and rests on the founder’s statements; no state body has commented. Founder Alireza Ordoubadi said the school never published “even a single political post.” He added: “Their issue is with me, but they are extracting the cost from the school and its people.” The agencies involved and any charges have not been disclosed.

Political prisoners. To mark October 30, World Political Prisoners Day, Iran Human Rights and the Oslo Document follow-up group urged the EU, the UN and other governments to put the release of political prisoners and a halt to executions ahead of any other engagement with Tehran (VOA Persian). The call named Pakhshan Azizi and Varisheh Moradi, two Kurdish political prisoners, as at risk of execution.

Foreign detainees. Two Lithuanian women, Daiva Zakažauskaitė and Erika Šlimaitė, have been held since October 15. Iran confirmed the detentions to Vilnius on October 26 but has disclosed no charges and granted no consular access (LRT). “They basically disappeared in the desert,” said Rūta Korsakienė, the sister of one of the women. Hengaw said the case raises concern of “possible state hostage-taking.” The detaining agency has not been named.

IRGC Watch

Second death sentence over a Basij base fire. Branch 15 of the Tehran Revolutionary Court, presided over by Judge Abolghasem Salavati, sentenced Shahab Zohdi to death again after the Supreme Court overturned his first sentence in August, HRANA reported. The case concerns the January 8 fire at a Basij base in Tehran. His four co-defendants (Mohammadamin Biglari, Shahin Vahedparast Kalour, Amirhossein Hatami and Ali Fahim) were executed in April 2026. HRANA said his first hearing was held without his lawyer. Hengaw and IranWire carried the same report. Zohdi is a single father and a former motorcycle courier, according to IranWire.

Two 14-year-olds held. IRGC and Basij forces arrested Amir Hafez Yazdandoust and Sajed Norouzi, both 14, near the Azadshahr Governor’s Office in Golestan province on October 24, Hengaw reported. Hengaw said their whereabouts are unknown and they have had no calls or access to a lawyer. This is single-source.

Doctrine. IRGC Commander Ahmad Vahidi attended the meeting where Khamenei issued the “no geographic limits” order. Tasnim framed the order as a doctrinal shift, citing an unnamed security official who said the target list could expand Unverified claim, Tasnim (IRGC-affiliated). The Basij’s role in Friday’s Halloween dispersal is covered in today’s article.

Beyond the IRGC. In Bampur, Sistan-Baluchestan, police and Intelligence Ministry plainclothes forces arrested six members of the Narouei family without a warrant on October 27, Hengaw reported. Hengaw said the forces beat women in the household and destroyed the house with an RPG. Provincial police confirmed the arrests and alleged links to armed groups, but did not address the reports of beatings or the destroyed house. Separately, Hengaw recorded seven executions between October 25 and 28 in Qazvin, Semnan, Zanjan, Karaj and Nishapur, on murder or drug charges. None was officially announced.

What to watch

  • Whether the Doha round produces reciprocal steps, such as inspector visits in exchange for sanctions relief, before the November 3 US midterms.
  • Whether Parliament introduces the “triple-urgency” nuclear doctrine or NPT bill.
  • Further arrests or court cases from the Halloween events, and whether Zohdi’s sentence goes back to the Supreme Court.
  • Consular access for the two Lithuanian detainees.
