Polish Prime Minister Donald Tusk said Tuesday, Nov. 3, that Poland prevented what appeared to be an attempted provocation on its border with Russia’s Kaliningrad exclave overnight, after border guards reported “individuals with flashlights” moving along the frontier just after midnight, the Associated Press reported. Tusk said it could not be confirmed with full certainty that the incident was a provocation. No one crossed into Poland, and the people withdrew deeper into Kaliningrad, United24 reported, citing RMF24.

Length of Poland’s border with Kaliningrad
This follows Monday’s launch of a special security operation on the border, which we covered in Poland’s Kaliningrad border operation. Allied force positions on NATO’s eastern flank are on our military deployment tracker.
What happened overnight
Polish services intervened near Sępopol in the Warmian-Masurian region, and Tusk said there were no serious consequences, United24 reported. Tusk did not say who the people were or what they intended. At a cabinet meeting, he said Moscow was behind the provocation, The Moscow Times reported. No detentions or weapons were reported. We found no Russian government response as of Tuesday afternoon.
Why Poland was already on alert
Police, the military, border guards and intelligence services are running a police-coordinated operation in the Warmian-Masurian and Podlaskie regions, and extra police and counterterrorism units were sent to the northeast before the incident, the AP reported. Tusk said the deployment followed more precise information about possible sabotage, including a potential incursion by armed people in the first half of November.
Tusk said his warnings drew on intelligence from NATO, Ukrainian and U.S. services, including the CIA, and that NATO’s Supreme Allied Commander Europe, Gen. Alexus Grynkewich, raised concerns with him in Warsaw in October, according to the AP. He said Russia’s escalation would continue and was unlikely to stop with this incident.
A pattern of sabotage concerns
Poland is a key route for Western military and humanitarian aid to Ukraine and has repeatedly accused Russia of sabotage since 2022, The Moscow Times reported. Tusk has also accused Russia of trying to exploit his government’s dispute with President Karol Nawrocki over the Constitutional Tribunal. Reuters reported that the Pentagon recently urged some NATO allies to tone down public rhetoric about Russia, according to The Moscow Times.
The border alert comes as Russia steps up attacks on Ukraine’s grid; Kyiv lost water service on Tuesday after power cuts, as we report in Kyiv loses water after Russian grid strikes. What to watch
Tusk’s warnings point to the first half of November. Watch for further incidents along the Kaliningrad and Belarus borders, any Russian response, and whether Poland extends or expands the operation.
