Top lines
- War economy deepens. Official data show GDP down 10.1% year on year in the spring quarter, with oil and gas output down 26.4%. About 18,000 Iranian containers remain stranded in Pakistani ports, and factories are being pushed onto mazut as winter gas shortfalls loom. Full story in today’s article: “Iran’s Economy Contracts More Than 10 Percent as War Damage and Blockade Leave Factories Burning Mazut.”
- Khamenei rejects a midterms thaw. After Democrats took both chambers of Congress, Supreme Leader Mojtaba Khamenei warned against “even the slightest inclination towards submission,” saying US hostility will not change with the party in power (Reuters, via multiple pickups including Radio Farda).
- Security chiefs still hold the talks file. Pezeshkian says Khamenei gave the government “certain powers” over US negotiations, but Vance’s letter went to SNSC secretary Mohsen Rezaei, a former IRGC commander, and IRGC voices dominate conditions for reopening Hormuz (Al Jazeera).
- Campus crackdown continues. University of Tehran students staged sit-ins after sociology doctoral student Shahin Shokouhi self-immolated following disciplinary summonses; eight Tehran student councils wrote Pezeshkian (Iran International, IranWire).
- Executions and cover-ups. Iran Human Rights recorded at least 77 executions in October and 691 in the first ten months of 2026, and documented three October hangings it says concealed police violence. Two more Alikhani Square protesters were hanged November 3 (covered in yesterday’s article).
Government
Supreme Leader. In a written statement on the anniversary of the 1979 US embassy seizure, Khamenei said those who expect American policy to soften through partisan change or concessions are “greatly mistaken.” “The US sees the end of its hegemony as distant; we see it as near.” He warned that any response to renewed aggression would come on a much greater scale (Reuters; Radio Farda/RFE/RL).
Midterms reaction. Parliament Speaker Mohammad-Bagher Ghalibaf wrote on X that Americans had said “NO TO WAR.” Two senior Iranian sources told Reuters Tehran still fears Trump could answer the defeat with a strike and remains on high alert. Iranian officials had earlier told Reuters Tehran prolonged talks to weaken Trump before the vote. Hardline and judiciary-linked outlets gloated; Crisis Group analyst Hamidreza Azizi told Radio Farda he expects a further hardening of Tehran’s core demands (sanctions/blockade relief first; limited nuclear give).
Negotiating authority. Pezeshkian said Monday that Khamenei granted the government “certain powers” over talks with Washington, without detailing them (Al Jazeera, citing Iranian media). Foreign Ministry spokesmen say Ghalibaf remains chief negotiator even though Vance addressed Rezaei. Rezaei has said Washington’s reply was “not convincing” and that Hormuz reopens only after Iran’s seven conditions are met. A senior Iranian official told Reuters the sides remain “far” apart. Al Jazeera reported that since Ali Khamenei’s death in the February strikes, weight has shifted toward the IRGC and security officials, including IRGC chief Ahmad Vahidi in Mojtaba Khamenei’s military meetings.
Mediation. Qatar continues to shuttle proposals; Germany’s foreign minister said Iran’s foreign minister “regularly asks” for talks and that the coming days are critical (Iran International). Tehran has sought Chinese and Russian political cover; Beijing stresses energy-route stability, and Putin’s call with Rezaei produced no public commitment on the blockade (Iran International; state-media accounts of the call).
Majlis. No major new floor action was confirmed for November 4–5 beyond follow-through on the counter-infiltration package covered earlier this week. Articles 30–31 passed November 4 (IranWire; see November 4 briefing).
Economy
See today’s article for the full treatment of GDP, stranded cargo, cement/mazut and the winter gas gap. Briefing summary:
Currency. Bonbast on Thursday, November 5 (last update 13:10 UTC) listed the dollar at 267,000 tomans sell / 265,400 buy (about 2.67 million rials), euro 299,930, pound 359,520 — firmer than Wednesday’s 269,100 sell print.
Growth and energy. Statistical Center: GDP −10.1% YoY in the quarter to June 20; oil/gas −26.4%; industry/mining −14.7%; non-oil GDP −4.6% (Al Jazeera; The National). NIGC’s Tavakoli said ~130 million cubic metres/day of gas capacity remains offline after wartime attacks that removed ~230 million; ~40% restored on his account (Tehran Times/SHANA — state media) Unverified claim, Tehran Times (Iranian state media) Unverified claim, SHANA (Iranian state media). Former MP Hedayatollah Khademi put the daily shortfall near 400 million cubic metres (ILNA via The National).
Inflation and wages. Point-to-point CPI 88.7% in Mehr (Statistical Center via Iran International). Monthly minimum wage ~166 million rials (~$62 at Thursday’s free-market rate).
Household strain. Iran International’s emergency-kit appeal drew ~4,000 replies citing kit costs of 150–300 million rials; self-selected and unverified as individual testimony.
Labor unrest. Protest monitor Mark Pyruz recorded 30 demonstrations in 19 locations in the last week of October, mostly economic (The National).
Domestic Politics
Universities. Shahin Shokouhi, a University of Tehran sociology PhD student, self-immolated on November 1 after repeated disciplinary summonses and security pressure, and was taken to a medical facility. Students held sit-ins Monday and Tuesday at the Faculty of Social Sciences, chanting “Woman, Life, Freedom,” “Abolish disciplinary committees,” and “We want neither war nor bloodshed; long live the university” (Iran International, IranWire — Tier 2). Student councils from eight Tehran universities wrote Pezeshkian that “University security cannot be achieved through intimidation and extralegal controls.” Haalvsh said dozens of University of Sistan and Baluchestan students have been summoned by the Intelligence Ministry since November 1, with some suspended for two semesters (single source).
Schools and Basij. Students in several cities described compulsory leader imagery, hijab inspections, classroom cameras and Basij or military activity on school grounds, with threats of expulsion or police referral (Iran International, Tier 2; individual accounts unverified). Education Ministry previously denied some related claims about ID tags.
Hijab. Motorized hijab patrols and Herasat entry bans for “improper” dress continued on Tehran University campuses (IranWire). Workplace hijab firings at Bank Pasargad affiliates and Tehran prosecutor warnings were covered November 4.
Minorities. Hengaw’s October Kurdish report (published November 4): at least five Kurdish prisoners executed, 64 Kurds arrested (including eight women and six children), two death sentences (Varisheh Moradi; Barzou Rezaei), and four femicides. Nationwide, Hengaw verified 124 October arrests — 64 Kurds, 16 Baluch, nine children, 16 women activists (Hengaw).
IRGC Watch
Executions as system. Iran Human Rights (IHR) said at least 77 people were executed in October (only 13 officially announced) and 691 in January–October 2026, including 36 protesters, 15 political prisoners tied to banned groups, 17 espionage defendants, 23 women and three men who were under 18 at the time of the alleged offence. IHR says it has unverified reports of 500+ further executions. Director Mahmood Amiry-Moghaddam: the death penalty is used “not only to silence dissent, but also to cover up abuses by its own security forces.”
Police-violence cases. IHR documented three October hangings — Jaber Khosravi (Damghan, Sept. 30), Danial Jahanian (Bandar Abbas, Oct. 11) and Abolhassan Ranjbar (Minab, Oct. 12) — in which it says men were executed for deaths provoked by police violence while misconduct evidence was ignored or concealed. State media had framed the cases as intentional killings of officers.
Alikhani Square. Maleki and Ebrahimi were hanged November 3 (AFP/IHR/HRANA/Hengaw); nine executed in that Isfahan protest case. See November 4 article. Three defendants remain at high risk, including Shervin Bagherian, who was 17 at the time of the alleged offence.
Hormuz / IRGC claims. IRGC statements this week claimed mined tankers, seized vessels and downed US drones; Reuters reported the claims without independent confirmation. US officials described Monday’s Qeshm strikes as defensive (Reuters, prior briefing). Basij commander Ghassem Ghorayshi said armed forces would have “no restrictions” on striking targets (Iran International).
Power and war. Al Jazeera’s reporting underscores IRGC and SNSC primacy over peacetime ministries in war and negotiation decisions. IRGC spokesman Mohebbi previously denied that shipping attacks during the collapsed MoU were rogue operations.
What to watch
- Whether Washington and Tehran answer Qatar’s latest bridging proposal, and whether Trump orders post-midterms strikes while still unconstrained by the new Congress (until early January).
- Winter gas rationing decisions for industry and the 11 at-risk provinces; any restoration figures that can be independently checked.
- Remaining Alikhani Square death sentences and other protest capital cases.
- Shahin Shokouhi’s medical and legal status; further campus sit-ins.
- Guardian Council review of the counter-infiltration bill.
