Logan Airport’s Building Boom: Terminal E Garage, Remote Terminals and What’s Next

Boston Logan Airport plans: a $4.1B Massport capital program, Terminal E garage, Braintree remote terminal, new routes and Net Zero by 2028.

Updated

Boston Logan International Airport is in the middle of its largest building program in years. As of Oct. 25, 2026, the Massachusetts Port Authority (Massport) is building a new Terminal E garage and roadway system, has broken ground on a permanent remote terminal in Braintree, and is planning a post-security link between Terminals A and B. This report sets out what is finished, what is under construction and what is still only planned, with dates from Massport and state records.

Key facts: Logan Airport plans

  • Five-year capital plan: $4.1 billion for fiscal 2026-2030, of which $3.3 billion is for Logan (Massport, Feb. 12, 2026).
  • Passengers: 43.2 million in calendar 2025; a record 10 million of them international.
  • Largest project: a six-story, 2,100-space Terminal E garage with new C-to-E roadways, due in fiscal 2030-2031.
  • Remote terminal: Braintree groundbreaking Oct. 13, 2026; opening targeted by the end of 2028.
  • Climate target: Net Zero by 2028, moved up from 2031.

Passenger numbers and records

Massport reported that Logan handled 43 million passengers in calendar 2024, passing the 2019 record of 42.5 million. Its 2025 year-in-review puts the 2025 total at 43.2 million, with international travelers up 3.8%. On a fiscal-year basis (July to June), the Boston Globe reported that the airport ended fiscal 2025 with nearly 44 million passengers, a 5% increase. A state performance filing shows fiscal 2024 at 41.8 million passengers, 2.2 million above Massport’s goal. In March 2025, Massport’s aviation finance director, Daniel Gallagher, told the board traffic is “anticipated to reach 53 million travelers within the next 10 to 15 years,” WBUR reported. Federal enplanement and traffic counts for BOS are published by the FAA and the Bureau of Transportation Statistics.

The capital program and how it is paid for

Massport’s board approved the fiscal 2026-2030 Capital Investment Plan in February 2026. The plan totals $4.1 billion, about $323 million more than the previous plan. According to the board presentation, 92% ($3.8 billion) goes to ongoing or recently completed projects, $252 million to projects carried over but not yet started, and $61 million to new projects. More than 40% is set aside for ground transportation and high-occupancy vehicle (HOV) access. Bisnow, citing Bloomberg, reported that Massport planned an $812 million bond sale to help pay for Terminal E, the garage, roadways and baggage systems.

Fees are part of the funding. In March 2025 the board raised the Uber and Lyft pickup and drop-off fee from $3.25 to $5.50, effective July 2025, along with taxi, limo and parking increases, and set another round of increases for fiscal 2028. A Massport spokesperson told WBUR the combined increases were forecast to raise $1.1 billion toward the capital plan.

Terminal E, the C-to-E roadways and Terminals A and B

The biggest active job is what Massport calls the TERC program: a new Terminal E garage plus Terminal C-to-E roadways and curb. The board materials describe a six-story, 2,100-space garage linked by elevated walkways to Terminals E and C and by a vehicle bridge to the West Garage. It will also hold ride-app drop-off and pickup, limo pickup and passenger pickup, while a larger departures deck adds curb space. New roadways are meant to separate Terminal C and E traffic. Completion is listed for fiscal 2030-2031. Terminal E’s new West bag room and vertical circulation to the North Garage are also in the plan.

At Terminal B, Massport finished a garage project in 2024 that split private vehicles from buses and widened usable curb space. A further Terminal B roadway, garage and HOV project is in the capital plan. Terminal A remains the only terminal not linked to the others behind security. A construction manager was selected for the A-to-B Post Security Connector in November 2025, and project listings said no firm construction schedule had been set. Its design includes a new exit lane between the two terminals. Massport has not published a new checkpoint-expansion project in the sources reviewed; current security perks include “Ticket to Skip” front-of-line passes for Logan Express Back Bay and the new app shuttles.

Logan Express, remote terminals and the MBTA

Logan Express buses run from Back Bay, Braintree, Danvers, Framingham and Woburn. Massport says the system carried a record 2.6 million riders in 2024, about 1.7 million of them air travelers, and has set a long-term goal of 4 million riders a year. The Danvers site replaced the Peabody stop on Aug. 6, 2024.

In June 2026 Massport opened a pilot remote terminal in Framingham, where Delta and JetBlue passengers can check bags and clear security before boarding a bus to their gates. It logged its 10,000th user in late July, and Massport extended it through at least March 2027. On Oct. 13, 2026, Massport broke ground on a permanent remote terminal at Braintree, part of a $500 million rebuild with two eight-level garages, GBH reported. Massport has also discussed a site at the Hynes Convention Center and options in Woburn and Danvers; those are not finalized.

On transit, the MBTA’s Silver Line 1 stops at every terminal and is free from the airport to South Station. Massport bought 10 enhanced electric SL1 buses with the MBTA that can run emission-free on the airport grounds. The Blue Line’s Airport station connects to the terminals by free shuttle. For the wider transit picture, see our report on what is being fixed on the MBTA. Since April 16, 2026, Uber and Lyft have run shared shuttle vans from Boston, Cambridge and Somerville under their 2025 fee agreement with Massport.

Airfield work and new routes

Massport completed Phase 1 of a Runway 9-27 safety upgrade in 2025, laying groundwork for an engineered materials arresting system (EMAS) that stops aircraft that overrun the runway end. Its procurement schedule also lists rehabilitation work on Runways 4R-22L and 4L-22R and on Taxiway B. The capital plan includes an Air Traffic Control Tower program and continued residential sound insulation.

New 2025 nonstops included Anguilla, Santo Domingo, Porto and Vancouver, plus Delta to Barcelona and Milan and JetBlue to Edinburgh and Madrid. In 2026, JetBlue began daily seasonal Barcelona flights on April 16 and Milan on May 11, and Delta began Madrid on May 16 and Nice on May 17. Net Zero and electric ground equipment

Massport has moved its Net Zero target to 2028 from 2031, relying on renewable energy certificates and offsets alongside direct emissions cuts. Measures include renewable diesel in its fleet, a phased electric ground service equipment policy for airlines and handlers, and a 20-megawatt solar lease at Worcester Regional Airport. As of a 2022 Massport procurement notice, Logan had more than 280 airside charging ports and airline partners had converted over 200 pieces of ground equipment to electric. A state filing says Massport installed eight fast chargers in its ride-app and taxi pool lots.
