An Iranian delegation that includes a deputy to Foreign Minister Abbas Araghchi arrived in Doha on October 31 for the next round of Iran Doha talks, after an Iranian source described “a breakthrough in indirect negotiations between Tehran and Washington,” Anadolu Agency reported, citing the London-based newspaper Al-Araby Al-Jadeed. The same day, Iran’s Supreme Leader told his commanders to answer any new attack without geographic limits, and the Strait of Hormuz logged fresh strikes on shipping.

The Iranian source said contacts with the United States remain indirect. People close to the Qatari and Pakistani mediators said an American team was expected to join the process in Doha. Washington had not confirmed that plan in the sources checked. Our earlier report on Vice President Vance’s offer to meet Mohsen Rezaei covers how the latest diplomatic push began.

What divides the two sides

Order of steps remains the main obstacle. On October 29, Araghchi said Tehran stands by the memorandum agreed in Islamabad and refuses to reopen Hormuz as a first, one-sided move before naval restrictions end and $24 billion in frozen assets is released, Iran International reported. A media report summarized by The Times of Israel said the United States had told Gulf allies that strikes on Iran could come as early as November 4, the day after the US midterm elections; Washington has not confirmed that account.

Regional diplomats urged restraint at the Manama Dialogue in Bahrain. “But diplomacy needs partners, partners who respond in kind,” said Jasem Mohamed Al Budaiwi, secretary general of the Gulf Cooperation Council. Egyptian Foreign Minister Badr Abdelatty warned that a second round of war “will be more dangerous, more destructive, and it will lead to nowhere,” according to Iran International. In Atlanta, Secretary of State Marco Rubio discussed “regional issues, including in Iran, Sudan, and Yemen” with Saudi Foreign Minister Prince Faisal bin Farhan, the State Department said.

Khamenei’s order to commanders

In a message posted on his Telegram channel, Supreme Leader Mojtaba Khamenei said “any level or type of threat must be met with an immediate, impactful, and geographically unrestricted response,” the Mehr news agency reported Unverified claim, Mehr (Iranian state-affiliated). He said Iran, not its enemies, would decide when any renewed fighting ends, and called for stronger military intelligence and domestic arms industries.

Army spokesman Brig. Gen. Mohammad Akraminia wrote that a new US “military adventure” would spread the war over “a much wider geographical area,” Anadolu reported. An unnamed senior official told Lebanon’s Al Mayadeen that Iran’s “comprehensive operational plan” was complete, Iran International reported. Rezaei separately told European states on X, “War and terror come at a price. Now, it’s your turn to pay.”

Hormuz: four incident reports

Britain’s UK Maritime Trade Operations office said a vessel was hit on its port side by an unidentified projectile 40 nautical miles south of Lavan Island at 1800 GMT on October 30, starting a fire; the crew was reported safe, Anadolu reported. Hours later it said a crude tanker was struck during an outbound transit, without naming the ship or location, according to a second Anadolu report. Iran’s Revolutionary Guards Navy claimed that a fourth supertanker carrying more than 2 million barrels of crude hit a mine after ignoring warnings to avoid what it called an “unauthorized” southern route Unverified claim, IRGC Navy (IRGC). It is not clear whether these accounts describe the same ship.

Oman’s navy evacuated 25 crew from the Panama-flagged RIT1 after an attack set it on fire 1.6 nautical miles off Musandam, Anadolu reported, without naming an attacker. On Saturday, two Iranian fishing boats were attacked off Qeshm Island, leaving two fishermen injured and two missing, according to Fars, which blamed an “enemy drone” Unverified claim, Fars (IRGC-affiliated). Hormozgan provincial officials quoted by Mehr blamed US forces; the United States had not commented, Anadolu noted.

Houthi fire on Saudi Arabia and Aden

The Saudi-led coalition said it destroyed a ballistic missile fired toward southern Saudi Arabia and a drone over the Riyadh region on October 30, then a drone over the Medina region, which it called the fourth Houthi attack on the kingdom that day, Anadolu reported. It reported two more drones downed late Friday and early Saturday over the south and the Riyadh region, with debris but no casualties near the capital, according to coalition spokesman Turki al-Maliki. In Yemen, the army said Houthi ballistic missiles targeted Aden International Airport and the Maashiq Presidential Palace a day after the airport reopened, Anadolu reported.

The US Mission to Saudi Arabia repeated that non-emergency staff and families were ordered to leave from October 23 because Houthi attacks “have the potential to escalate rapidly,” its security alert said, adding that Riyadh’s King Khalid airport had only partly reopened.

By the numbers

The coalition reported five Houthi weapons downed in about 24 hours: one ballistic missile and four drones across three regions, TBR calculations from its statements. It gave no launch totals, so the share intercepted cannot be calculated. A US Treasury assessment, summarized by Iran International, says Iran has loaded no oil onto vessels since August 25 and that deliveries of Iranian or suspected Iranian oil fell to about 400,000 barrels a day by October 19, from more than 1 million. The rial has lost roughly 25% of its value since the pressure campaign began on August 24, reaching 2,687,000 to the dollar on the unofficial market, the assessment says.

Lebanon, the West Bank and what comes next

Israeli warplanes struck near Nabatieh al-Fawqa, Kfar Tebnit and the outskirts of Baraachit early Saturday, Lebanon’s National News Agency reported; our report on Lebanon’s displacement crisis has more. Israel’s operation in Hebron entered its ninth day, covered in our Hebron story, and a Halloween crackdown in Tehran is detailed in our report from Iranshahr Street.

Watch for whether a US delegation joins the Iranian team in Doha, any US response to the reported November 4 warning, and identification of the tankers struck near Lavan Island. Today’s information war report examines Iran’s claim to have captured a US drone.
