Eurozone inflation rose to 4.0% in October, the highest rate since September 2023, as energy prices jumped 20.8% from a year earlier, according to a flash estimate from Eurostat released Wednesday, Nov. 4. The reading, up from 3.8% in September, is twice the European Central Bank’s 2% target and puts a December rate hike firmly on the table.
Consumer prices across the 21 countries that use the euro rose 0.4% in October alone. Economists had expected exactly 4%, CNBC reported, citing a Reuters poll.
Eurozone inflation by the numbers
The climb has been steep. A year ago, in October 2025, euro-area inflation was 2.1%. By a Boston Report calculation from Eurostat’s table, the rate has nearly doubled since then, adding 1.9 percentage points, and it has risen 1.2 points in just two months since August.
Energy is the engine. Energy prices fell 0.9% in the year to October 2025; this October they were up 20.8%, after 18.9% in September, and rose 1.4% in the month. Energy is only about 9% of the consumer basket, but at that pace it contributed roughly 1.9 points of the 4% headline, almost half, Euronews calculated. Strip out energy and inflation was 2.3%, unchanged from September.
Other components moved less. Services rose 3.3%, food, alcohol and tobacco 1.6%, and non-energy industrial goods 1.2%. The warning sign is fresh food: unprocessed food inflation reached 4.6%, up from 4.0%, suggesting higher fuel and power costs are reaching grocery shelves. Europe, a net energy importer, has seen prices rise steadily since the start of the Iran war, according to CNBC.
Which countries are hit hardest
Italy saw the sharpest jump, to 5.6% from 4.2%, driven largely by regulated energy tariffs; Italian prices rose 1.2% in October alone. Belgium, already in a budget crisis over a €10 billion gap, climbed to 5.2% from 4.5%. Lithuania has the highest rate at 6.1%, followed by Bulgaria, which joined the euro in January, at 6%.
Germany went the other way. Its rate fell to 2.8% from 3.3% after a fuel-tax cut took effect on Oct. 1, and German prices dipped 0.1% in the month. Because Germany is the bloc’s largest economy, that temporary tax cut, which runs to year-end, held the euro-area average down. In all, inflation accelerated in 13 of the 21 members, eased in six and held steady in two, and every member is above the ECB’s 2% goal.
What it means for the ECB and markets
The ECB held its deposit rate at 2.5% on Oct. 29 after raising it in June and September. “This inflation print adds to the already strong case for an ECB rate hike in December,” Nicola Nobile of Oxford Economics said, according to Euronews. Pantheon Macroeconomics expects inflation to reach 4.1% in November and peak at 4.5% in January.
Markets put the odds of a December hike at just over 72% after the release, CNBC reported. Robert Mertens of Validus Risk Management said turmoil in the French bond market is constraining the ECB, and the euro’s path against the dollar depends on how hard the ECB tightens compared with the Federal Reserve. The data barely moved trading, which was dominated by the U.S. midterm results; the euro rose 0.6%, according to Investing.com and Euronews. Eurostat publishes full October data on Nov. 18, and the ECB’s final meeting of the year ends Dec. 17. Follow our business news for updates.
